Governance for the people who carry the liability.
Section 27 of the WHS Act attaches personal liability to Principals, Board Chairs, Deputies, and Business Managers — not just the school. The only defence the legislation provides is documented evidence of due diligence performed before the incident. Fulcra builds and maintains that evidence.
§ 01 — Psychosocial Load in Schools
Teaching is now the most psychosocially-loaded profession most school leaders have ever managed.
/ 01 — Reported Stress
62%
of teachers report high or very high psychosocial stress.
/ 02 — Attrition Risk
1 IN 3
school staff are considering leaving the profession due to burnout.
/ 03 — Documentation Gap
GROWING
gap between obligation and what most school boards can actually evidence.
The 2023 psychosocial amendments did not create a new obligation. They made an existing obligation enforceable.
§ 02 — Section 27 Officer Due Diligence
What Section 27 actually requires from a Principal or Board Chair.
The Act is specific. It is not enough to be doing the work. The legislation requires you to prove it.
- / 01
Acquire knowledge
Acquire and keep up to date knowledge of WHS matters.
- / 02
Understand the operation
Understand the nature of the school's operations and the hazards associated with them.
- / 03
Resource the system
Ensure the school has and uses appropriate resources and processes to eliminate or minimise WHS risks.
- / 04
Receive and respond
Receive and consider information about incidents, hazards, and risks — and respond in a timely way.
- / 05
Verify implementation
Verify the school is implementing its WHS processes — not assume it is doing so.
- / 06
Comply with directions
Comply with any duties, requirements, or directions imposed under the Act.
§ 03 — Product Fit for Schools
Three entry points. One destination.
Schools typically begin with a low-commitment Webinar or scoped Workshop, then move to a Governance Retainer once the documentation gap is visible.
| / Product | / Format | / Fit | / Price |
|---|---|---|---|
| Webinar | 90-min virtual · Unlimited attendees | Whole-of-staff awareness · Entry point | $1,200 + GST |
| Workshop | Half-day · Up to 15 participants | Leadership teams · Heads of Department | $2,500 + GST |
| ▲Governance Retainer | Monthly · Remote + on-site (Tier 2+) | The destination | From $2,000/mo |
§ 04 — Decision Cohort
Who should be in the room.
A Discovery Call lands hardest when the people carrying the personal exposure are present. Section 27 attaches to them — not to a single delegated safety contact.
- ▲Principal
- ▲Deputy Principal
- ▲Board Chair
- ▲Board Members
- ▲Business Manager
- ▲CFO
- ▲Wellbeing / HR Lead
- ▲Head of Department
§ 09 — Next Step
Find out where your governance gaps are — before your regulator does.
A 15-minute discovery call to map your highest-exposure obligations and what evidence you currently hold against them. No deck. No pitch. A short, structured conversation.
